MSF delivered the street lighting, signage and technology infrastructure packages for the £170m M25 Junction 28 improvement Scheme, a key interchange connecting the M25, A12 and A1023 towards Brentwood, handling up to 7,500 vehicles at peak times.
The scheme included a new two-lane loop road with hard shoulder, allowing traffic to move from the M25 northbound anti-clockwise onto the A12 eastbound towards Essex.
MSF delivered its scope under Graham’s Principal Contractor management, integrating seamlessly into the RDP delivery model, while retaining control of all operations.
Planning &
Design Integration
We worked with Graham’s design and temporary works teams to design all signposts and passive foundations, taking ownership to remove client pressures, assure compliance, and accelerate timely approvals for the large scheme.
Through value engineering in the design phase, we rationalised post types and changed product specifications due to long lead times on the original specified products. This reduced lead times by 6-8 weeks and installation time by a further 2 weeks, mitigating delay risks and programme impacts.
Early planning also uncovered extended lead times (20 weeks) for feeder pillar shells, which presented DNO connection delay risks. We were able to work with the supplier to secure alternative highway approved units sooner and develop a contingency plan for temporary power. We linked into existing feeder pillars with temporary cable, over several hundred metres, to achieve power-on in time for opening and maintain the programme. A future weekend closure facilitated permanent DNO connection and temporary supply removal.
Logistics &
Materials Management
MSF managed its own procurement and logistics within Graham’s programme, coordinating deliveries through weekly interface meetings and scheduling materials just-in-time to avoid compound congestion.
Weekly procurement reviews ensured all fabrication and materials were sequenced correctly for installation and we worked closely with our suppliers to align deliveries with key milestones and maintain programme certainty.
Materials were delivered direct-to-site (using local where possible) to reduce double handling and emissions, and we deployed our own tested/compliant HIAB, grab lorry, excavators, MEWPs, and storage for full logistics control.
